Only with care. On the prevailing reading of the Executive Regulations, sending personal data to a model hosted outside Egypt is a cross-border transfer that needs a licence. Removing personal data before the call, or hosting the model in Egypt, avoids the question for many workloads. The reading has not yet been tested in enforcement.
